This is a rough guidelines for all to get the general idea what they should do with nostrification.

The general algorithm for nostrification:

NB! After you apply for a new SPM cert, you will need a letter from our embassy stating that you have lost your SPM cert and you applied for a new one. This is because the newly-applied SPM cert will have ‘salinan (copy)’ printed on it and it shows that it is not the original one.

If your certificate(s) is laminated, please colour photocopy it and use the photocopy one for stamping in Malaysia. Then, go to our Malaysian Embassy in Russia and take a letter explaining your situation and acknowledging the stamps. Bring all documents (original laminated, colour photocopy with stamps, translations) to the nostrification office.

A. Documents

Documents that you need:

1. Passport WITH VISA

Please do renew your passport first if your passport is expiring soon before proceeding. (This is because they need 3-4 months to do your nostrification. Please be noted that passport number is NOT printed on your nostrification letter/certificate.)

Visa – to check the official translation of your name in Russian.

/

2. Sijil Peperiksaan Malaysia (SPM) or other equivalent

It must be certified true by Ministry of Education, then stamped by Ministry of foreign affair in MALAYSIA and Russian Consulate in Malaysia on either side of the original certificate (may even be each stamp on separate side)

3. Your College Certificate – Matriculation/STPM/INTEC/A-Level/Ausmat/Pre-Med etc.

This is a proof that our SPM is a legal document used for further studies,

Other documents proving the qualifications can also be submitted (originals with copies and (if necessary) translations notarized in the Russian Federation)

The same stamps as Sijil Peperiksaan Malaysia (SPM) are needed, see above. You will need to pay for these stamps.

B. Translation

Now, you must translate your documents in Russia (recommended) by certified licensed translation bureau.

You need to translate:

  • Passport
  • Sijil Peperiksaan Malaysia (SPM)
  • Your College Certificate

They will take both your certificates and photocopy your passport and asked you for your visa just to check the official translation of your name.

You will receive one translated copy of your passport, two translated copies of your SPM certificate and two translated copies of your college certificate.

Usual rate of translation is approximately 800-1000rubles per documents. So you need about 5000 rubles for TRANSLATION ONLY.

Suggested translation office:

Translation Bureau “Lingvo Servis” (Metro Park Kulturi)

http://www.lingvoservice.ru/
/

PLEASE be reminded that there are other translation bureaus that offer better price. If you would, please consider other options before opting for this translation bureau.

-

Usually you may collect your original and translation copies in ONE working day. PLEASE check that:

  • All your photocopied documents are same as the original.
  • Your photocopied documents should be tie together with the translated copies with a ribbon. On last page, the ribbon should be pasted with a paper and the paper is properly stamped
  • Make sure your documents are properly translated: your name (in Russian, same for all your documents), all stamps in English (stamps from Ministry of Foreign Affair, Malaysia must be translated to Russian), your documents details (Marks, Serial No, all dates etc.)

Your translated documents should look like these:

For example: SPM

SPM

C. Nostrification

Next, you must pass these up to Russian Ministry of Education.

Please fill up the application form in their website before going to the center to save time. Click here for the guide on how to fill in the form. You will need to print the confirmation page with reference number and pass it up together with all your documents.

You must go to Main Government Expert Centre for Estimation of Education, Ministry of Education of Russian Federation (ФГНУ «Главэкспертцентр») near Metro Leninsky Prospekt (beside ‘Gagarinskiy’ Shopping Mall, between Nike discount center and a cafe) and pass up your documents to them. You will receive a reference number (receipt/contract number) for you to check the status of your nostrification on their website.

http://new.glavex.ru/

Map: http://glavex.ru/ru/adres or here

Opening hours:

Monday to Friday: 09.00 to 17.00

Closes on Saturday and Sunday

The process usually takes about 3 months. You can always check the status of your nostrification on their website.

If it is indicated that your nostrification is done, you may now collect your documents with the nostrification letter from the same office. Only now, you are required to pay before collecting your documents. You will need to pay approximately 4000 rubles per document for processing fees. (Reference)

Make sure that they return your original SPM (and your college certificate) to you. Pass up the letter  (a letter stating that you are now eligible to study in Russia) to our dean’s office.

Example of nostrification letter/certificate/paper:

Remember to pass up your nostrification letter to our dean’s office as soon as possible to avoid any problems.

Now, you’re done!

Disclaimers:

These steps of doing your nostrification are based on experience of students actually doing it and other reliable sources. It is subject to change. For more information, you can visit Ministry of Education and Science, Russian Federation website or learn more about the Hague Convention that does not include Malaysia and therefore require us to do the nostrification (legalization). • admin says:

Currently, SMSA with cooperation of Embassy is sending a letter to dean’s office to prolonged the due date of nostrification. In the same time, do search for your SPM cert, if it’s really missing, you have to apply for a new one at Malaysian Education Ministry and get the necessary stamps in Malaysia too.

    • admin says:

No, You need to get stamps from Ministry of foreign affair and Russian Consulate in Malaysia. Only then you can proceed in Russia.

  • Tryphena says:

Do I need to show my original SPM certificate for translation and nostrification? My original SPM certificate is in Malaysia apparently.

    • admin says:

Yes, you need to give the original one for translation and nostrification. After ~3months, they will return back these original certificates.

  • Yee Sheng says:

I heard that the nostrification office has changed…..
    no more park kulturi
park kulturi is only for taking back the result
    is that true?

    • admin says:

No, you can still proceed with nostrification in Park Kulturi if there is no problems with your documents.

  • Nizora says:

i went to Intec earlier and they said they already sent our certificates 2 the sponsors (MARA, JPA).. so, how can i proceed with the stamping.. or do i juz need 2 stamp the spm cert.. im 1st year student

    • admin says:

You need the original INTEC result slip, not your certificate of graduation. You should have both of your documents (INTEC result slip and SPM) with you before proceeding to avoid any complications. Therefore, ask INTEC administration whether they can print another result slip for you or if not you should explain to your sponsor and get your result back.

      • Nizora says:

dats wat i meant.. the original one.. so how?

        • admin says:

Ask INTEC administration whether they can print another copy result slip for you or if not you should explain to your sponsor and get your result back.
