PEKELILING MAKLUMAN MENGENAI PENGGUNAAN PASPORT DAN VISA OLEH PELAJAR MALAYSIA


Pihak Kedutaan mengambil serius insiden-insiden konsular yang melibatkan pelajar-pelajar Malaysia seperti visa tamat tempoh, tempoh sah dokumen perjalanan kurang daripada apa yang ditetapkan dan kegagalan mengemukakan dokumen perjalanan yang sah di pintu masuk imigresen.
- Pihak Kedutaan ingin mengingatkan bahawa adalah merupakan satu kesalahan di bawah undang-undang mana-mana negara, termasuk Persekutuan Rusia, bagi mana-mana individu yang cuba memasuki atau meninggalkan negara tersebut (termasuk Rusia) tanpa menggunakan dokumen perjalanan (pasport dan visa) yang sah.
- Antara tindakan-tindakan yang boleh diambil termasuklah menghantar semula individu tersebut ke destinasi asal (deportation), denda dan/atau hukuman penjara. Memandangkan isu-isu ini adalah di bawah bidang kuasa dan jurisdiksi pihak berkuasa tempatan, pihak Kedutaan tidak dapat berkompromi atau membantu menyelesaikan isu tersebut sekiranya para pelajar sendiri gagal memastikan dokumen-dokumen berkenaan berada di dalam keadaan sempurna. Pihak Kedutaan juga tidak teragak-agak untuk melaporkan secara rasmi kepada penaja atau penjaga pelajar mengenai sebarang kecuaian berhubung isu visa dan pasport yang dilakukan oleh pelajar.
- Sehubungan dengan itu, pihak Kedutaan ingin sekali lagi mengingatkan para pelajar Malaysia supaya:
a. memeriksa butiran peribadi di dalam visa seperti nama, jantina dan tarikh sah dokumen selepas dikeluarkan oleh pihak bertanggungjawab;
b. memastikan tempoh sah visa meliputi tempoh bercuti dan tarikh ketibaan semula ke Moscow selepas cuti semester;
c. memastikan butiran peribadi di dalam pasport yang dimiliki adalah tepat selepas dikeluarkan oleh pihak bertanggungjawab;
d. memastikan bahawa tarikh sah pasport pelajar tidak kurang daripada 18 bulan;
e. memastikan dokumen perjalanan sentiasa berada di dalam keadaan yang balk dan selamat.
5. Sekiranya mana-mana dokumen tersebut perlu dikemaskini atau dipohon pembaharuan, pihak Kedutaan menyarankan supaya para pelajar melakukan proses yang sewajarnya sama ada di Kedutaan (untuk urusan pasport) atau di Pejabat Dekanat Universiti (urusan visa) sebelum meninggalkan Rusia untuk cuti semester.
6. Bagi kes-kes kehilangan, kecurian atau keciciran passport di Rusia, pihak Kedutaan ingin mengingatkan bahawa para pelajar supaya:
a. segera membuat laporan polls di Balai Polls berhampiran;
b. hadir ke Kedutaan bersama-sama dokumen sokongan berikut:
1. Borang Permohonan Pasport Malaysia IM 42 Pin 1/97 (Boleh diperolehi di Kedutaan atau dimuat turun dari laman web Jabatan Imigresen – sila cetak kedua-dua mukasurat pada satu helaian);
li. Dua keping gambar berlatarbelakang biru berukuran 3.5 x 5 cm
iii. Salinan sah Pasport Malaysia (lama);
iv. Salinan sah Sijil Kelahiran;
v. Salinan laporan kehilangan pasport yang telah dilakukan di Balai Polis di kawasan pasport tersebut hilang, dan
vi. Surat pengesahan dari universiti
c. mengisi Borang Soal Selidik mengenai kehilangan pasport;
d. membayar caj permohonan pasport baru iaitu Rb. 3,500.00.
7. Bagi para pelajar yang memerlukan dokumen perjalanan dengan segera, pihak Kedutaan boleh mengeluarkan Sijil Perakuan Cemas (Emergency Certificate – EC) yang membolehkan pelajar pulang ke Malaysia sahaja. Adalah diingatkan bahawa para pelajar masih diperlukan untuk mendapatkan visa keluar dari Pejabat Dekanat Universiti sebelum meninggalkan Rusia.
8. Bagi pelajar yang telah pulang ke Malaysia, permohonan pasport baru boleh dilakukan di mana-mana Jabatan Immigresen yang berhampiran. Adalah diingatkan bahawa para pelajar perlu mendapatkan surat jemputan dari pihak Universiti sebelum visa boleh dipohon di Kedutaan Rusia di Kuala Lumpur.
9. Untuk makluman, pengeluaran pasport baru akibat kehilangan pada lazimnya mengambil masa yang lebih lama memandangkan keputusan pengeluaran pasport baru terletak pada budibicara Jabatan Imigresen Malaysia setelah ia selesai menjalankan siasatan kehilangan tersebut.
10. Bagi pelajar-pelajar yang kehilangan, kecurian atau keciciran pasport di negara ketiga, sila hubungi Kedutaan/Suruhanjaya Tinggi Malaysia yang terdekat untuk proses permohonan EC. Maklumat hubungan semua Kedutaan/Suruhanjaya Tinggi Malaysia boleh diperolehi di laman web Kementerian Luar Negeri http://www.kln gov.my. Adalah diingatkan bahawa EC tersebut hanya boleh digunakan untuk perjalanan pulang ke Malaysia sahaja dan bukan untuk para pelajar pulang ke Rusia atau pergi ke destinasi-destinasi lain.
11. Seperti amalan sebelum ini, pihak Kedutaan sentiasa komited dalam membantu rakyat Malaysia terutamanya pelajar Malaysia yang terlibat di dalam kesukaran. Walau bagaimanapun, pihak Kedutaan ingin menegaskan bahawa adalah menjadi tanggungjawab setiap pelajar untuk memastikan kesemua dokumen-dokumen perjalanan mereka sentiasa berada di dalam keadaan sempurna.

CIRCULAR OF INFORMATION REGARDING THE USE OF STUDENTS VISA AND PASSPORT MALAYSIA
The Embassy takes seriously consular incidents involving Malaysian students such as expired visa, valid date of travel documents is less than what is necessary and failure to submit a valid travel document at the immigration entrance.
1. The Embassy would like to remind that is an offense under the laws of any country, including the Russian Federation, for any individual who tries to enter or leave the country (including Russia) without the valid travel documents (passport and visa) .
2. Among the actions that can be taken forward include sending the individual back to the original destination (deportation), fines and / or imprisonment. Given that these issues are under the jurisdiction of local authorities, the Embassy cannot compromise or help to resolve the issues if students fail to ensure their own documents are in perfect condition. The Embassy also will not hesitate to report officially to sponsor a student or guardian of any negligence regarding visa and passport issues conducted by students.
3. Accordingly, the Embassy would like to once again remind Malaysian students to:
a. check your personal details in the visa such as name, gender and valid date of your document issued by the responsible party;
b. ensure that the visa validity period includes a holiday period and the date of arrival to Moscow after semester break;
c. ensure that personal details in the passport is correct after issued by the responsible party;
d. ensure that students do not date a valid passport less than 18 months;
e. ensure that travel documents will remain in safe conditions and balk.
5. If any of these documents must be updated or applied for renewal, the Embassy recommends that students make appropriate process either at the Embassy (for the dealings passport) or the Office Dekanat University (applying new visa) before leaving Russia for semester break.
6. In cases of loss, stolen or drop of passport in Russia, the Embassy would like to remind students that:
a. immediately make a report at the nearest police stations;
b. go to the Embassy together with all related documents as the following:
i. Malaysia Passport Application Form IM 42 Pin 1 / 97 (can be obtained at the Embassy or downloaded from the Immigration Department website – please print both pages on one sheet);
ii. Two pieces of photo with blue background, measuring at 3.5 x 5 cm
iii. Copy of valid passport Malaysia (old);
iv. Copy of a valid birth certificate;
V. Copy of passport loss report which was done in the Polling Station in the passport that hrlang, and
vi. Letter of confirmation from university
c. fill up a Form of Questionnaire about loss of passport;
d. pay charges for new passport application – 3,500.00 Rb.
7. For those students who need their travel documents immediately, the Embassy may issue Aid Certificate (Emergency Certificate – EC), which allows students to return to Malaysia only. It is reminded that students are still required to obtain exit visas at University Dekanat office before leaving of Russia.
8. For those students who have returned to Malaysia, the new passport application can be made at any Immigration Department nearby. It is reminded that students need to get invitation letter from the University before the visa can be applied at the Russian Embassy in Kuala Lumpur.
9. For your information, the production loss due to the new passport usually takes a longer view of the new passport production decision lies in the discretion of Immigration Department of Malaysia after they completed their investigation of the loss.
10. For students who lost, stolen or drop their passport in third countries, please contact the nearest Embassy / High Commission of for EC application process. Contact information of all Embassy / High Commission of Malaysia can be obtained at the website of the Ministry of Foreign Affairs http://www.kln gov.my. It is reminded that the EC can only be used to travel back to Malaysia only and it is not for students to return to Russia or go to other destinations.
11. As usual, the Embassy is committed in helping Malaysians especially Malaysian students that are involved in difficulties. However, the Embassy would like to stress that it is the responsibility of each student to ensure all their necessary travel documents are in perfect condition.

After you renew your passport, you have to go to the Russian Embassy in Malaysia and submit your passport and visa for them to verify and update your visa (to change your passport number in visa). The process usually take up to three working days, though it could take longer. Just to be on the safe side, please remember to always bring both your old and new passport with you because sometimes the immigration officer may want to see it.
